I am not opposed in principle to road pricing as a means of tackling congestion on some roads at some times of the day. I am, however, sceptical that the technology is actually available and affordable. I am also deeply concerned about the civil liberties implications of someone being in a position to watch everywhere you go. My cardinal principle, however, is that as with all green taxation, any scheme must not increase the overall level of taxation: we already pay quite enough and this must not be an excuse for more. Therefore, if a road pricing scheme is to be introduced it must be offset by a reduction in other taxes.
